Arunachal play Tripura in opener
ITANAGAR, Dec 9: Arunachal Pradesh will play against Tripura in the inaugural football
match of the National Level North East Zone Sports Competition-
The second match of the day will be held between Sikkim and Assam at 2 pm.
The host team will play their second match against Mizoram on December 11 at 2 pm at the same venue.
The six participating states have been divided into two groups with winners and runners up from each group advancing to semifinals. Group “A” comprises host Arunachal Pradesh, Tripura and Mizoram while Sikkim, Assam and Meghalaya have been placed in Group “B”. The final will be played on December 13.
Manipur and Nagaland are not taking part in football.

One teacher school
AALO, Dec 9: West Siang District, DDSE Tomi Doke inspected Echi Chiku Govt. Upper Primary School and found that the school is being run by a single teacher as his three other teacher colleagues were found absent.
Doke also visited Primary School Echi Chili, Lipu Nachi and Echi Chiku Upper Primary School and found the condition of OBT School building of Govt. Primary School at Lipu Namchi in a bad condition.
He advised the SMC and villagers to construct a new OB type school building on self help basis before the start of the new academic session and assured to provide some amount from any available sources in addition to voluntary service rendered by the villagers.

KHONSA, Dec 9: The 9th Self Help Groups solidarity day was organized at Khonsa by Phansaan Federation sponsored by ANMA Integrated Development Association.
Attending the meeting, Col.Prashant Nair, Commandant of 1st Assam Rifle highlighted the importance and strength of working together. He called upon the SHGs to come together and work together in order to develop the districts and added that, through SHG, people can be self sustain, self reliant and empowered. of labour budget under MGNREGA (Backward Block) for the financial year 2015-
The DRT members explained the trainees about PRA tools, including transect walk, social, resource and seasonality mapping along with household survey, village wise consolidation and prioritization of work. Mock Gram Sabhas were also conducted.

RUKSIN, Dec 9: The newly built Revival Church at Mirbuk at Pasighat was opened for the believers to hold religious activities, a press release informed.
Inaugurating the church in a simple function on Sunday, All Arunachal Revival Church Council general secretary Tai Ete urged the believers to work with love and unity for maintaining peace and tranquility in the societies. Saying that opening of the church is likely to open a gate to heaven for the believers, the religious leader appealed to the local youths to give up evil practices and take active role in the developmental activities.

ITANAGAR, Dec 9: A delegation led by Chief Organizer of Arunachal Pradesh Congress Seva Dal Kipa Kaha yesterday called on Congress Vice President Rahul Gandhi at New Delhi to discuss several issues related to strengthening the Party in Arunachal Pradesh.
While outlining the need to strategize the long term vision of the Party, Kaha highlighted the measures initiated by the cadre based Arunachal Seva Dal to strengthen the parent Congress in the state, as well as other parts of the North Eastern Region. Kaha sought the guidance of the Party high command to start programs to increase membership, strengthening the village to village networks of Party workers and creating a framework for adequately disseminating the achievements of the State Government through its Flagship Schemes.

ITANAGAR, Dec 9: The Arunachal Pradesh Elementary Teachers Association (AAPETA) has called for Departmental Promotion Committee (DPC) for promoting ATs to JTs on seniority basis.
In its memorandum submitted to the Education Commissioner, it also suggested that the 50 percent of regularization of JT (SSA) be done through SPD/DSE and not through the DEE and the remaining 50 percent be regularized through APCS examination.

Govt initiates action against ITBP jawan in MMS case
ITANAGAR, Dec 09: Arunachal Pradesh Home Minister Tanga Byaling today said that probe into a case relating to an explicit video clip which rocked Daporijo in upper Subansiri district recently has been initiated.
The explicit video involving an ITBP personnel and a local girl, has been in circulation through mobile phones.
"Investigation has been launched and the accused will be brought to book," Byaling said.
Upper Subansiri district Additional SP Amulya Baruah said that a case under Immoral Trafficking Act and Protection of Children from Sexual Offences Act has been registered at Nacho police station.
"The accused has been identified as Ashok Shippy, posted to 9 BN of ITBP, is presently on election duty in Jammu and Kashmir," he said, adding the ITBP commandant had been informed to produce the accused.
ITBP sources could not be contacted for comments.
"The civil society will be cautioned to refrain from such unethical acts which are punishable," Byaling said. PTI
Stop circulation: APWWS appeals, calls for new APSCW
Reacting to alleged circulation of an explicit sex video clip involving an under aged girl and an ITBP personnel, that has emerged from Upper Subansiri, Arunachal Pradesh Women Welfare Society (APWWS) has appealed to the people to stop circulation of the clip.
In a statement, Gumri Ringu, President of the Society said that such atrocious act should be condemned by all.
The APWWS has further appealed to the state government for early formation of the team to lead the Arunachal Pradesh State Commission for Women (APSCW) so that any case related to women and girls can be taken up at the right earnest.
APWWS further appealed to the government to appoint the members, chairperson of the APSCW from among those activists’ women who have been working for rights of women and girl child.
Meanwhile, Dumporijo unit of APWWS who met the family of the girl offered them counselling with an assurance of further help, if need be.
The unit met the DC and SP who informed them that the matter is under investigation and guilty would be booked at the earliest.

Earlier, the Union Ministry of Industry and Commerce had suspended the provisions of the policy till further orders vide a notification dated 1st December, 2014.
The Forum apprised the Union Minister that this sudden suspension of registrations under NEIPP has created a lot of apprehension amongst the Industry including leading companies and commerce bodies not only from the region but also from across the country. In view of the regional disparities in industrial growth as compared to the rest of the country the NEIPP was introduced in 2007 for a period of ten years to meet up for this gap.
The Union Minister assured the delegation that the decision of suspension of NEIPP 2007 is purely a temporary one due to technical reasons related to financial constraints. She informed the delegation that adequate measures have been initiated by the Ministry of Industry and Commerce to tide over the problems resulting in the suspension of NEIPP 2007.

Sine fire mishap: MP announces relief fund, Taloh seeks report
PASIGHAT, Dec 9: Lok Sabha MP Ninong Ering has expressed shock over the fire mishap that occurred at remote Sine village under Boleng subdivision in East Siang district during early hours of Sunday last. The fire destroyed 32 of the 64 houses in the village which is located 31 kms away from Boleng.
Expressing grave concern over the repeated fire mishaps in various parts of the state, Ering said “Such incidents usually happen due to negligence and can be avoided if we practice preventive measures. However, if there is a fire, the main priority is to ensure that everybody can reach a safe place quickly.” While assuring to visit Sine village soon, the MP sanctioned an amount of 10 lakhs for procuring CGI sheets and 1 lakh cash as financial assistance to the victims from his MPLAD fund.

Sonowal assures Centre’s special attention for promotion of sports in Arunachal
NEW DELHI, Dec 9: Union Minister of State (Independent charge) for Sports and Youth Affairs Sarbananda Sonowal has assured special attention for the growth of games and sports in the Himalayan state of Arunachal Pradesh. This assurance was given when Parliamentary Secretary for home, sports and youth affairs Likha Saaya called on the Sports Minister and apprised him about the requirements to nurture games and sports, development of sports infrastructures and introduction of various sports activities in the state at New Delhi yesterday.
The duo discussed in length about the centrally sponsored youth development projects for Arunachal Pradesh.
Responding to the request of Saaya, Sonowal further assured him that a new department christened as “Sports Science’ will be introduced in the University of the state soon. It will focus on the growth of games and sports of Arunachalee youths, informed Sonowal. The Minister informed that due to ongoing parliament session, he won’t be able to attend the upcoming National level North East Sports Competition scheduled to be held at Itanagar from December 10 next.
In his message, Sonowal conveyed his best wishes to each and every participating player from all NE states to make the event a grand success. He urged upon the players to play the game in the spirit of sportsmanship and brotherhood.
The Minister also expressed his willingness to visit Arunachal after some months to take stock of requirements meant for development of games and sports in the state. During his upcoming visit, the minister is expected to focus on the possibility of granting of “Sports University” to Arunachal. “The approval of Sports University in Arunachal will have to depend on various factors, including feasibility, and its future potential in the field of games and sports,” shared Saaya. The sports minister also assured to take up projects under the Youth Affairs Department of Arunachal Pradesh during his proposed visit.
Besides that he urged the Parliamentary Secretary to immediately submit the Utilization Certificates, so that various schemes related to Rajiv Gandhi Khel Abhiyan (RGKA) under the Ministry of Youth Affairs and Sports, including the granting of Multipurpose Indoor Hall could be taken up for the welfare of Arunachal.
Later, Saaya also had a series of meeting with the Joint Secretaries of Sports and Youth Affairs department. They also urged the parliamentary secretary to submit the Utilization Certificates as soon as possible to the ministry for the grant of sanctions under Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) a Centrally Sponsored Scheme.
96 hours Lower Siang district bandh call, Committee appeals against bandh
ITANAGAR, Dec 9: Distressed with the state government’s indecisiveness regarding establishment of the functional headquarter at Likabali and permanent headquarter at Sikirima, the District Demand Joint Action Committee (DDJAC) and Galo Peoples’ Federation (GPF) has called for a 96 hours Lower Siang bandh starting on Wednesday.
The state government had issued Gazette Notification for the creation of the District on March 2014 alongwith three other districts without specifying the district headquarters which triggered much annoyance to the people of the district.
With no other way out, on the expiry of three months time we convened the 6th December meeting which was attended by a huge gathering of around 1000 plus strong representatives of Galo elders, public leaders, officers, PRI leaders, women representatives, NGOs, youth organizations and students’ union wherein the declaration of the democratic movement was passed unanimously to be spearheaded by the DDJAC supported by Lower Siang Elite Forum (LSEF), Ramle Banggo Welfare Society (RBWS), Jigo Yego Welfare Society (JYWS), All Galo Youth Organization (AGYO), Galo Students’ Union (GSU), Jigo Yego Students’ Union (JYSU), Ramle Banggo Students’ Union (RBSU) and women organizations under the aegis of Galo Peoples’ Federation, it stated in their joint release.

Therefore, it is an appeal to the people of the district to refrain from such bandh calls till further discussion with the Chief Minister after his arrival in the state Capital, it said in its release.

Simon Megu, who emerged as the best performer in Kata (junior) event, Anirudh Sahani, (silver), Rajib Ali and Jugami Basumatry (bronze), were among others felicitated on the occasion.
Megu has qualified to participate at National School Games while, Sahani has been selected for the NE Sports competition.

Biometric to curb duplicity of identity Meeting to hold biometric camps held
KHONSA, Dec 9: A meeting was held under the aegis of Statistical department at Khonsa today to chalk out plans and programmes to conduct Biometric camps in Tirap district.
Addressing the meeting, Tirap District Deputy Commissioner, Kamlesh Kumar Joshi said that any work concerning to collection of data for incorporation in the census is important and advised all the participants to be well versed with the intricacies of collecting data and documenting it.
Bharti Chandra, Joint Director, Census, Shillong highlighted the importance of the National Population Register and said that after the completion of the 2011 Census the Biometric Information work is being taken up all over the country including Arunachal Pradesh which would help in doing away with duplicity of identity of any individual in India.
Chandra sought support and cooperation of all including PRI leaders, GBs, chiefs and all government departments and informed that the need for introducing Biometric information system started after the Kargil war for easy identification of people living in India. She further said that the infamous Mumbai terrorist attack was the immediate impact for introduction of NPR adding that all the security wings in the country had welcomed the initiative. She concluded that the major technical work had been entrusted to ITIL and the Vendors who would provide expertise and operators.
It was informed that NC Mazumdar, Assistant Director, Census, Shillong will be In charge of Tirap, Changlang, Longding, Lohit, Anjao, Lower Dibang Valley and Upper Dibang Valley districts.

Kimin EAC Sibo Passing distributed feed supplements to the members of Mithun Farmers Club popularly known in the area as ‘Lungte Group’. He said in appreciation of the farmers that “No farmer group in the state is as active as Lungte Group of Kimin for the Mithun conservation.”
Earlier, Biri Tangum, Secretary, Mithun Farmer Club, Lora Top, informed that there are currently 588 Mithuns in the community rearing centre which needs adequate Mithun health coverage and routine checking of the boundary fencing.
Later, the KVK team accompanied by the Mithun farmers visited the Community Mithun Conservation area at Lora Top for selection of site for construction of Mithun Shed and Fodder development in the area.

Gorkhas should continue to contribute for development of state
ITANAGAR, Dec 9: The office of All Arunachal Pradesh Gorkha Youth Welfare Association was inaugurated on Sunday at 6 Kilo near Itanagar. The small yet impressive function saw big turnout of the Gorkha youths of state. Er. Bishnu Prasad, General Secretary, All India Federation of Voluntary Organization and senior leader of the community inaugurated the office.
Naresh Karki director of Gurukul institute, Chaden Tamang senior Gorkha leader along with representatives of All Arunachal Pradesh Gorkha Youth Welfare Association were present on the occasion. While addressing the youth gathered, Bishnu Prasad advised them to play pivotal role in the development of Arunachal Pradesh. “Today Gorkha community has created a niche for themselves across the world. The Gorkha youths of Arunachal should also join with our tribal brothers and contribute for the development of state,” said Prasad. The inaugural programme was followed by interaction among the youths. Various problems were shared and the gathered youth decided to work together under the banner of All Arunachal Pradesh Gorkha Youth Welfare Association for the betterment of the community.
Veterinary camp at fire ravaged Kerang village
ITANAGAR, Dec 9: Kerang village under Kaying Circle in West Siang district is not only in news for recent devastating fire incident in which 70 dwelling houses were gutted to ashes, the fire also devoured 80 per cent of domestic animals and left 20 per cent of the livestock especially pigs with serious burn injuries.

ITANAGAR, Dec 9: Sangey Laden Sports Academy (SLSA), Chimpu, Itanagar the only sports institutes of its kind in the state has so far been able to produce many a good sportspersons in many disciplines, including archery.
Four student archers of the institute, namely Genung Tekseng, Sorang Yumi, Maselo Mihu and Lide Loyi have been performing consistently since 2010 under the able guidance of their coach KH Ekashini. They have not only won medals in various national and international events but also put Arunachal in world archery map by winning a silver medal in Olympic Mixed Team event and a bronze medal in girls team event by Maselo Mihu and Sorang Yumi in the 2nd Asian Grand Prix Archery Championship held in Ulaanbaatar, Mongolia in 2013.
There are also five gold, four silver and seven bronze medals to their credit won in various events from 2010 to 2013. They have so far participated in six domestic events held in various parts of the country and one international event.

Archery coach Ekashini is hopeful of winning gold medals by the state archery team in the NE Zone Sports competition beginning here tomorrow. The coach informed that Lide Loyi will not be available in the team and she will be replaced by D.Khrime.
It is pertinent to mention here that Parliamentary Secretary (Sports & Youth Affairs) Likha Saaya had highlighted the role of sports in channelizing the youths during the last State Planning Board Meeting held on November 28. It would be truly good for the youths of this State if Saaya could make his endeavour for the youths according to his projection in the last SPB meeting.

Training underway on gender violence

ITANAGAR, Dec 9: A five days Training of Trainers (ToT) on module VI & VII on “Violence against women”, for District Trainers began today at Administrative Training Institute Naharlagun. The training is being organized by Arunachal Pradesh State Health Society under National Health Mission. It is the fourth phase on ASHA Module which is being attended by GNMs, ANMs and district community mobilizers across the state. The objective of the training is to evaluate the skills and educate the ASHAs on creating awareness on violence against women.
Inaugurating the weeklong training, National Health Mission (NHM) Managing Director PN Thongon called upon the participants to be attentive and learn something in the training so that they could effectively implement the knowledge for the welfare of people.
The Managing Director added ASHAs and community mobilisers should be dedicated to educate the people on the need to stop gender violence. He also dwelt on health and hygiene and suggested the participants to educate people on the significance of hygiene particularly on children to avert growth of mortality rate. Thungon also encouraged the participants to be remaining skillful to teach ASHA workers and the common people.

Every year during winter Arunachal witnesses many unfortunate fire incidents. What is sad part is that we don’t seem to learn any lesson from such incidents and continues to live in danger. The fire service and disaster management departments are somehow failing to play their part in containing such accidents. Many parts of state do not have any fire service stations. The government of Arunachal is well aware of the danger posed by the repeated fire accident and therefore should establish fire stations even in interior parts of the state. On the other hand disaster management department should carry out rigorous awareness campaigns to educate people about how to remain safe from fire accident. Unless such measures are adopted, we will fail in our fight against fire mishaps.

Through your esteemed news paper, I as a student of Arunachal Pradesh would like to appreciate All Arunachal Pradesh Students Union leaders for identifying an important issue related to the welfare of students of AP.

Thousands of educated youth of AP who studied history, politics, geography, education etc could not employ themselves into these economic activities, but have been looking for govt. jobs. Only very few get good govt. jobs and most of them get stuck to low paid clerical govt. jobs. The main reason why our educated youths are not able to get into these economic activities is that they are not educated and trained in these professional areas. Our people are talented a lot, but without education that is job oriented, all talents will in vain.
Look at Japan, Korea, Israel, and Taiwan. They are smaller than our state; they have much fewer natural resources than our state. But since they have more knowledge of computers, electronics, construction, automobiles almost all products which we daily use, their people are economically well to do. Even we purchase their products; they supply products to various countries of this world. So, Once again I would like to appreciate AAPSU leaders for realizing the need of subjects which would train Arunachalee youths to capture the AP market.
I would also like to request the Education Minister to provide our youths with such subjects which will help them in getting employment easily.
I would especially request our Education Minister, Students Unions to work out reservation policies to help more number of Arunachalee youths to get admitted to RGU, NERIST and NIT, where they can get professional education and training.

Uniform shames us again
Dear Editor,
Arunachal Pradesh has once again been shamed by crime against women. While no crime involving (outraging) the modesty of women should be trivialized by comparing them with similar other incidents, the Daporijo explicit video part 2 (DEV2) shame, however, requires a different treatment, and therefore a speedier trail and punishment to the culprit and justice to the victim, since the victim is reportedly a minor, and the alleged sexual predator is a man in uniform.
Going by the reports in the newspaper and allegation, it is a clear case of misuse of power and authority. The ‘Uniform’ of the sexual predator, to most of the innocent rural people in Arunachal, is a symbol of protection, safety and trust. At the same time, people know or at least fear that the same ‘uniform’ can also be a sign of tyranny, wielding unlimited power in a remote place like Arunachal where authority is misunderstood and misused and perceived by people, as power.
Therefore, not many will disagree that during the entire ordeal, the victim must have been lured, threatened, assaulted and later blackmailed. This was evident in an earlier case where a teenage boy and girl were coerced into doing unwilling sexual acts inside a police station in Daporijo.
The Institution of ITBP has been tarnished by the incident. Can the people of Arunachal trust the ITBP? Are they in Arunachal to safeguard our borders, or are they there to rape? There are many alleged unreported cases, where ITBP and other paramilitary personnel have been alleged to having been involved in similar incidents.
Will the ITBP deliver justice to the victim and give exemplary punishment to its personnel for the heinous crime/s? Shouldn’t the Governor of Arunachal Pradesh, who himself was once a Man in Uniform, take up the matter suo moto and thereby, regain the trust of the people that he serves?
